If you create a Feature module that defines both an entityqueue and configures its permissions, Features will report warnings like:

Warning in features rebuild of sac_deal. No module defines permission "update sac_deals_industry entityqueue".

This happens even though Features imports the entityqueue before attempting to rebuild the permissions. I believe the reason is because the ctools object cache is not being flushed out properly in the hook_permissions implementation and therefore entityqueue_queue_load_multiple() doesn't return the newly registered entityqueues.

Attached patch introduces a $reset parameter to entityqueue_queue_load_multiple() which causes the relevant ctools cache to be flushed out, and this is then used in hook_permissions to ensure that all entityqueue objects are available when building the permissions. This resolves the issue.
