I can make custom themed responsive websites using the Omega 4 Base Theme, with Panels layouts hand coded in HTML5, CSS3, and PHP. I can match a design provided by a graphic artist, and have unique layouts for different sections. Sites are built locally in Linux to match the Unix server environment. I use Drush, and Git for version control on Pantheon. Typically I do complete projects, and use Sass, AJAX, JSON and PHP. I've been making websites since 1999.
