Bump alpha version
Added a package.json file with the npm dependencies and local dependency on the webpack module to make the post-install procedure one-step: yarn add file:./web/modules/contrib/webpack_babel

Updated the preset and installation instructions to work with babel 7.
Changed the processConfig method to e compatible with the latest webpack module.
