The option for changing the chart background color is only available if jquery_colorpicker is installed. You can only know this if you read the code. There should be a dependency for colorpicker or a fallback for just typing in the hex value.

The color picker is also hidden underneath the settings overlay. You can open the settings form as full page via right click as a workaround.
