admin settings for simple review

I needed to change some of the labels so I added an admin section.
Here is the patch.
It creates a new permission, 'administer simple_review'
It creates a menu entry, 'admin/settings/simple_review'
It allows the editing of two labels and one description as on
line 37 ('Your rating')
line 51 ('Review this article')
line 52 ('Share your thoughts and opinions and rate this article.')

These will now go into the variable table.
To adjust the labels, go to 'Site Configuration > Simple Review'

It works for me, I hope someone else can use it too.
