Releases for jQuery UI selectmenu

• Updated selectmenu to 1.3.0.
• Applied a fix to try to avoid double applying selectmenu.

Bug fixes for:
#1459522: Fix hook_permission, nobody but admin can administer
#1525416: after opening form in colorbox popup and closing, there is an extra select box created

There is now an interface for configuring width and maxHeight (jQuery class options). These are from issues #1397782 and #1548356

do not skin multi-line selects

added separate config options for overlays and node add forms
