I would like to use PM as a "theme installer" whereby a lesser-admin type user with limited access to the server and no access to FTP could install themes via the administration section.

Using the "manual install" permissions sort of does this, though it leaves a security hole as the user could also install plug-ins, which we do not want. In order to fully be able to use PM this way it would need:

A) Separate permissions that separated the themes from the modules, thus allowing PM to be used as a theme installer for clients/limited authorized users. ( two additional permissions "allow to install modules" and "allow to install themes".

B) Is there a way to embed the FTP settings completely? That is, so the client did not need the password to FTP. I would imagine that this is something that is absent for a good reason, but it would be almost a must in order to make PM work in this way.
