Some intelligence seems to be needed for detecting applicable versions, especially if checking for Upgrades.

1. Release Policy:
DEV: (Ignore / Current is DEV / Allow)
- Ignore: Ignore DEV versions, e.g. when current is 1.5, but 2.0 is in DEV.
- Current is DEV (def): Only allow DEV if the Module is currently in DEV status
- Allow: 2.x dev supercedes 1.9

MAJOR VER: Same (def) / Any
Restrict - Same Major Version Only (find 6.x-1.x, not 7.x)

2 Upgrade Results
Display the found version for each selected module
Allow the Administrator to select to not download & install
Recommend a) Drop-down per module with Found Version + items in the list /OR/ b) Ignore Tick Box

3. Access Rights
Separate the Access Rights as follows:
- Can Update Existing
- Can Install New
- Can Configure
