Undefined $description variable in owa_form_user_profile_form_alter()

If OWA setting for "User specific tracking settings" is set to "Users cannot control whether they are tracked or not.", it produces the following error on the user profile edit page:

Notice: Undefined variable: description in owa_form_user_profile_form_alter() (line 112 of /path/to/site/modules/owa/owa.module).

Following patch fixes it.
