Releases for Lock Entity

Initial development release. The module is functional but has not yet been
tested in a production environment.

Features:
- Lock any entity type to prevent deletion
- Optional per-lock reason displayed to users on attempted deletion
- Prevents unpublishing of locked published entities
- Admin UI at /admin/config/system/lock-entity
- Configuration exports cleanly with drush cex

Requires Drupal 10 or 11. No additional dependencies.
