I think a guideline on where to prefer menu paths for Spaces-constrained administrative tools is a good idea. I like "manage", as it is a close match for "admin" but sounds like a step down the org chart.

At that point, any tools that need to be piece together for a Space can be dangled off the "manage" page, automatically facilitating tabbing.
