Admin UX improvements over alpha1:
- API settings, Rate limiting, and Forms now appear as tabs on every page in the admin cluster (/admin/config/services/jotform-api). Navigation between sibling configuration pages no longer requires backtracking through the configuration index.
No code-behaviour changes since alpha1; this is navigation glue only. Safe to upgrade.
