First alpha of the Design System API: a shared design contract for Drupal, built on core's Design Tokens API (W3C DTCG) and SDC. Themes implement the contract, directly or through adapter modules; modules build their UI against it and stay theme-independent. The admin pages and the site can each use a different look (a skin), bound per context.
