Fixed #636442: Errors on install and safe delete
This is a major reworking, and is now stable for Drupal 5. This release includes support for exporting objects to code, providing code back to modules via the appropriate hooks and deleting configuration that exactly matches the code versions.
This is the first implementation of this. The main missing feature is a user interface to invoke the functions.
