I do not yet have a code contribution, but will need cvs access to work on this project. Peter can verify that I will be working w/ him.

As per requirements, you need to provide the link to the report you opened offering to become co-maintainer; as alternative, the current maintainer can add a comment, reporting you are accepted as co-maintainer. Differently, the application cannot be approved.

I am the maintainer of The eXtensible Catalog Drupal Toolkit project. Ben is the maintainer of another part of the eXtensible Catalog, the Metadata Services Toolkit. He is my collegue, and I absolutely vouch for her.
Since he haven't got CVS account at all, I can not provide him a co-maintainer status. I will do it as soon as he receive the CVS account.
