A column was added to the user_perf_table that makes the query on line 195 of bugbits.module fail. Need to add a timezone column.

Since Mantis v1.2.x is the normal stable version changed the issue Priority. This nice Module is not of so much use for the major part of Mantis and Drupal users without this fixed
