When editing an image style the UI displays a preview of what the original will look like and what the derivative will look like after the style in question has been displayed. Currently the original sample image doesn't work. See attached screenshot.

The problem is that it attempts to append a timestamp to the image as a cache buster, but the "?" gets encoded resulting in a bad URL.

The attached patch fixes this problem.

This seems to be a duplicate of #563382: when editing image style, link to sample image broken (missing file_create_url()), although that one has a slightly different fix.
