I just don't get the idea, sorry.
2. Option to change background color/transparency
you can do this with a very few lines of CSS
3. Option for autohide.
This would be nice.
4. Place the Toolbar on the bottom
Again, I think you could do this with CSS.

dankh commentedI'm jumping in.
1. Actually Admin module adds a block (not a link to a block) into it's interface. Toolbar can't do this because toolbar is simply a menu, Admin module is a whole layer of content added as administration area.
2. lelizondo is absolutely right, this can be accomplished via some css hacks, and changing the colors of sprite.png . If you manage to make a new color scheme for toolbar we will be very pleased if you post it here or in a new issue.
3. I created new issue for this #939324: Option for Toolbar to autohide. I'm not a very good css hacker so any help is appreciated.
4. I created new issue for this #939326: Option to place the Toolbar on the bottom, but this will be much more trickier because we have introduced some javascript hacks to keep Toolbar correctly displayed when admin_menu is loaded.

More than 15 years of inactivity on this issue for the Drupal 6 version of the module which is not supported anymore.
Therefore, closing as Outdated, for now.
