Move pay.api.php to the root

The API documentation is currently located in /includes/handlers/gateways/pay.api.php. This is a very good way to make sure nobody will ever find your documentation and also doesn't match the *.api.php files standard set by Drupal 7. Therefore the file needs to be moved to the module's root folder.
