According to WCAG2.0, the language link in the language switch block could have a 'title' attribute assigned to it: WCAG20

This attribute also adds some extra semantic information for search engines in understanding.

Included is a small patch that adds the 'title'.

Yes it is very important to use "meta title" in your site. Because it is to google visible and it is going under on page optimization.
