Somehow, that component is missing, but badly needed.

I'm mainly interested in a d.o Drupal project component to assign issues to it, so I'd be OK with just committing the patch as-is.

The cache system is one of the most abused parts of drupal 7. We have developed a habit of caching even trivial, fully indexed queries because some folks have lost confidence in their database. See #805236: Cache the query in menu_local_tasks() for an example. Thanks to have DamZ stepping up here.
