There are many module allowing to remove abusive content. For example, Mollom allows you to submit an abuse and delete comment, or Hidden comment allows you to hide comments.

In order to reduce the duplicate feature, the direct flag feature will go out of this module. I'll study throughly this module, remove this feature, and give options to integration with other modules.

Of course, the automatical flag threshold is kept. Only the way this module reacts when the threshold is reached is changed.
