I think we should avoid confusion by still having a maintainer for Garland, its pretty clear that the current state of Garland is unmaintained and has no leading person. Since Steef hasn't been active for a long time, I find it rather silly to keep him up there - especially if we want MAINTAINERS.TXT to hold any value.
