This comes from another issue that says you can't have the activity of user X displayed in panels as the context of X will always be "currently logged-in user" or "the user from url at profile pages".
As this is very easy to do in code by overriding a method whoIsUser, it seems a bit odd for webmasters with UI only.
This panel plugin will fix this as it will provide a way to use an argument for the user ID the activity stream is build for.

Stalski commentedWell, it works for blocks when block configuration is set that way. Further more, action will be taken for drupal 7 branch only.
