Add option in Rules action to clear cache file immediately [#896188]

Would like a checkbox option in the Rules action that clears the cache file(s) immediately rather than on the next cron run.

*This includes the patch from #605568: Creating a rules action to expire cached content. which is critical to Rules actions working and hasn't been committed yet.
