The critical issue on secondary menu / secondary links ( http://drupal.org/node/410646 ) brought up all sorts of issues and is a clear indication that there is plenty of space for confusion there.

This issue is a spin-off of that - in trying to make things clearer it seems that the text could be improved for that. So adding a placeholder for now and improved text will come as soon as we've had a chance to think about it a bit.

Hmm, they are related.

During the code sprint at the start fo drupalcon cph we discussed this with webchick and are just tryin to isolate concerns so that the critical stuff gets out of the way and the more minor bugs can be dealt with subsequently and on a one by one basis.

So this issue is just about the text for primary and secondary links while secondary menu will go away as a result of this patch http://drupal.org/node/410646.
