Netbuddy commentedMake sure to check admin/build/menu/settings, and save your configuration at least once. I had the same problem and the minute I went in and saved the menu settings, my drop down appeared. This was on D7 and chrome, not sure on D6 but try it. Id say your having the same issue as this, http://drupal.org/node/864890, and Jarek gives better instructions than me :)

amal850720 commentedThe same thing happened to me. I installed plain vanilla Drupal without any other modules and themes. Wanted to test the drop down menu, so I changed the source of primary links to Navigation. Menu appeared when I go to the front page, but the submenu didn't with mouse over. I had to click for the submenu to show up and click it again to hide it. Tried http://drupal.org/node/864890 but that was for Drupal 7. It worked well, but not for Drupal 6.

jarek foksa commentedI have removed the "Primary links" and "Secondary links" theme features in revisions 6.x-1.20 and 7.x-1.20 and introduced "Header menu" and "Footer menu" regions instead.
In order enable drop down menu you just have to go to admin/build/block page and assign any menu block to "Header menu" region. Hopefully this solution will be less troublesome.

I'm new in Drupal world and I'm having the same issue, I'm trying desperately to display the main menu items subitems when the cursor is over the main item but no way to do it. I installed the nice menu module. but i can just use it for the main menu. It works very fine with the expected effect in the sidebar block not not with the main menu. do someone has a solution for it.
PS: I checked the expend box, i installed the block module, I have tried many browsers...
I'm working with Drupal 7.43
