I have .wgetrc config file in my home directory. This file contains option dir_prefix which point to my download directory. When I run 'drush dl' command wget downloads module into directory pointed by dir_prefix in .wgetrc file. This leads to error 'Unable to download...' because drush expects module tarball is in the current directory.

In order to avoid such errors wget have to be run with -P option (exactly -P . which means "download into the current directory"). This could be done in the file commands/pm/package_handler/wget.inc on line 26:
if (!drush_shell_exec("wget " . $release['download_link'])) {
should be
if (!drush_shell_exec("wget -P . " . $release['download_link'])) {
