Recurring Option to Update Orders not Duplicate

This is a request from beifler.

Creating a new order every time a recurring fee is processed results in a whole lot of orders. I think it was done this way so certain conditional actions would trigger, but for users that do not need that to happen this just results in a lot of excess orders.

The current plan is to make creating a new order vs updating the original (adding an admin note, maybe a "payment") an option in the gateway settings.
