Support for Comment Notify

I don't quite understand how litwol implemented the support for the 'user' templates.

When I implemented the support for Subscriptions, I did this in the Subscriptions module (the client of Mail Editor).

Mail Editor provides a service for all modules that want to use it. If Comment Notify wants to use Mail Editor, it needs to do the work.
