Empty array on foreach when trying to save changes for translation for a string when only one language enabled [#747240]

Installation description:
Drupal 6.16
Locale module enabled
Only default language (english) enabled

Steps to reproduce:

1. Go to Site building -> Translate interface
2. Search some string to translate and go to it edit page
3. On the edit page we have only block with original text with no textareas for translation
4. Click on save changes
5. We'll get:

warning: Invalid argument supplied for foreach() in includes/locale.inc on line 871.
warning: Invalid argument supplied for foreach() in includes/locale.inc on line 886.

Functions do not check for not empty array.
