At the moment, as soon as you enable user guestbooks, every user has a guestbook. This patch adds an option to decide, if a user without a personal guestbook setting should have his/her guestbook enabled by default or not. This also applies to new created users, as they also do not have this setting.

Sorry for three patch files, but I did not found a way to tell git to produce an all-in-one patch file.
