The form element "input format" is not displayed as a collapsible fieldset like this is the case in other content-creation modules (like page.module). Instead it is displayed inline below the body. I think that microcontent should be similar to the other modules.

Attached patch fixes this.

Once we have tested HEAD a little more, I will backport that complete HEAD into the stable 4.7.
