For testing purposes, Porter Stemmer should pass all Coder and Coder Tough Love reviews. It's nearly there. This issue is so I can track committing a few minor changes to make all relevant reviews pass tests.

Also fixed this for Drupal 7. There is apparently no Coder Tough Love module yet for Drupal 7, but I applied the same changes.
