There are calls to rules_invoke_event at lines 260 and 279 of shouts.module
Without rules enabled it throws fatal error (undefined function)

This will be fixed in next development release. Heartbeat is no longer dependent on rules (just updated documentation as well) and rules is neither. So i fixed it when rules is lacking.
