There are several major changes coming to Addresses which will require modifications to Drupal set variables, Tokens, and other items which will should be included in a major update. The reason being is that these changes may require modifications by those using the module to their theme layer and/or site configuration.
Planned issues to be included in the release are:
- #680354: Unify hCard/plain formats to singular format
- #244471: State Field Option List
This feature may be released in a 6.x-1.x release but must be included prior to the 6.x-2.0 release - Views integration fixed so that Address fields may be used for sorting, filtering, and as arguments
Issue #324331: CCK addresses fields not displayed in views may address this need as it progresses - #680376: Move country data to database

The sole purpose of the sub-module will be to backup all data from Addresses 1.x in a manner that will be fetched and inserted during installation of Addresses 2.x. The sub-module will be included in a release of Addresses 1.x prior to, or concurrently with, Addresses 2.x beta.
The reason this will be a separate module, and not an addition to the core Addresses module, is that all of the data from Addresses will be completely wiped out during the upgrade process to prevent retention of system variables, tokens, CCK, and other data that will not be used in Addresses 2.x.
Addresses 2.x will be the last slated major version of Addresses for Drupal 6 as development will progress to Drupal 7, back-porting functionality to Drupal 6 Addresses 2.x as appropriate.
As soon as Addresses 2.x is released in a stable state, work will begin on porting Addresses 2.x to Drupal 7.

Addresses 2.x is still under development, it is basically a rewrite of Addresses 1 and there is a lot of new functionality/re-architecting being done.

My development time has been limited for this project, hopefully in the future the 6.x branch can be developed in to a product that meets the needs of all users. The time required for me to develop an Addresses release that maintains a consistent workflow for users and supporting all stored data from 1.x is a monumental task in the attention to detail that is required that I simply don't have the hours available to solely develop.
