sql sync temp file cleanup and warning message / confirmation message ordering fix

drush sql sync printed the nag message after the confirmation message, which was less useful. Fixing the order of these also required cleaning up the temporary files if the user selected 'n', which also exposed a couple of bugs in temp file cleanup when running with -s (also fixed with this commit).
