Are you saying that on the page Administer >> Site building >> Triggers under the Revisioning tab, the three "Choose an action" drop-down lists (for the triggers, "When publishing a pending revision", "When reverting to an archived revision" and "When unpublishing the current revision") each contain only one action?

I cannot reproduce this.... I get many actions, as introduced by the enabled modules.

However, I know that with triggers in general, Drupal sometimes gets its knickers in a knot, so I'd recommend installing the module Trigger unlock.
