taxonomy_node_get_terms does not have option to override static caches [#605182]

Unlike node_load, there seems no possibility to override the static $terms variable. I would prefer to see a consistent behaviour as in node_load.

patch attached. If you think this is a bad idea, please comment.

Seems that it's not going to be fixed in D6.
