I confirm the issue; I am member of a different group, but I cannot create a notification for the same reason reported by Frank Ralf.

I see now - it's http://groups.drupal.org/user/58/notifications/add/grouptype

This is a notifications problem. g.d.o is using Notifications 6.x-2.1 which appears to be slightly out of date. Perhaps this has been fixed and we just need to ugprade?

Looks like a configuration problem.

Go to: Administer > Messaging & Notifications > Notifications settings > Content subscriptions

Now check that you have enabled the content types in "Group subscriptions". Attached screenshot.

Note: I am testing with:
- Notifications 6.x-2.x-dev (though this really hasn't changed from 6.x-2.2)
- Organic groups 6.x-2.x-dev
