On-the-hour time entries causing problems

On-the-hour time entries such as, '2:00', or '3:00' -- basically any time entries ending in ':00' don't show up on the hours form when editing.

To duplicate:
Create an 'hours' node.
Enter '4:00' in the 'Hours' field
After saving, go to the hours node page and click edit
All the information about the hours node EXCEPT for the time entry will show up in the form.
