After #554164: Join on {forum} instead of {term_node} for forum queries Forum module stopped joining on term_node table in preparation for #412518: Convert taxonomy_node_* related code to use field API + upgrade path. We need shadow topics to maintain feature completeness with Drupal 6. Shadow topics are crucial a feature of other forum software (phpBB) that allows privileged users to move topics from one forum to another while optionally letting the topic maintain a presence (the shadow) in the prior forum classification.

A major regression bumped to another future major release? Hmmm... strange release practice IMHO. Why not downgrade the importance to normal and leave the defect in? D7 defect can be fixed also after a final release. It is that I'm fresh to Drupal and it's development, otherwise I would fix it myself. As a side-note: if the Drupal forum part is to succeed more surely it needs phpBB features more than ever. Regardless by module or in core.
