Release notes

Updated the layout.css file, mainly:

#508030: Left sidebar and content overlapping in IE
Bug fix where left sidebar wasn't floating properly in Internet Explorer.

#516762: Symmetrical columns for 3-column layout
Made the columns symmetrical, with a 220-500-220 ratio.
