Move book administration to admin/structure

Bumping to 8.x-dev

admin/build? Doesn't exist anymore. I think we want to move it to admin/structure, as catch indicated by changing the issue title.

How did I misunderstand that?

Change seems pretty straight forward, rerolling patch to apply to the latest 8.x-dev

Er, with that patch there's no actual link to it on the Structure page... and I'm pretty sure it would look very odd as a tab there even if it did somehow appear.
