My users have been
maddening to know -

How am I know who is
going to auto-quote
my which reply
or make reply to reply
thus denying edit ?

The opening post
can be changed
even if it is replied to
or auto-quoted -
thus reply to a content
(be the content a node
or a comment )
should have the same honor
and logic.

This is intentional. It's so you can't change your post after someone has already replied to the original post. If you have flat forums this can get confusing because the hierarchy is still there but not visible. The flatcomments module fixes this by forcing all replies to have the node as the parent.

Another user can edit his reply
because he has got no reply
to original post, though what he said
can be manually quoted.
I cannot edit my reply because someone
has replied - what is my fault?

Please note that I can change
the opening post or the starting content
even if some one has replied.
How do you handle
"It's so you can't change your post " in this case?

You handle it by not giving edit rights to your users in that case. I've told you this is by design and have also told you how to fix it for your site if you don't agree with the design. If you insist on leaving this active, then it is a feature request against Drupal 7.
