Setup Quorums

Quorums would be similar to Quotas except that, in this case, instead of cutting off additional voting on an item, users can keep voting and an indicator shows that the threshold that was set for the column has been reached. Examples: Do we have enough people to get a group discount? Do we have enough interest to hold the meeting?

The threshold could also be used to trigger a notifications instead of sending a notification for each vote.
