Shouldn't this be product specific - so it doesn't really make sense to have the 'any sku' dropdown?

Well, what constitutes a product? One SKU is different from another, therefore they could be considered different products, with different attributes, prices and quantity restrictions. If you want the restriction to apply to all SKUs you can select 'Any' from the dropdown.
