Separate bug, but ms doesn't play nice with cck fieldgroup tabs.

With ms module enabled, i don't see all my tabs defined in cft, only he first 2. I figured i could just leave module enabled; but disable for this node type - but that doesn't help. Plus, when i go to edit a group; i still see selector asking which Step.

and this patch fixes both:

- now doesn't break cck fieldgroup tabs
- removes form alters that shouldn't be there where not enabled for that node type
