After installing ofc_api (http://drupal.org/project/open_flash_chart_api ) module I am getting blank page in browser even I cant login to admin menu by url (admin/build; /user etc.) (its showing message in title bar of IE HTTP 403 forbidden). I removed this from module folder but still I am getting blank page.

Can you guys help me?

If you created any php code directly in a node or block, you probably have an error in it which is causing the problem.
php input format is very dangerous. If it was code in the Open Flash Chart API the problem would have gone away when you deleted the module's code directory. If you can track down the error to php input format, you'll need to go into the database directly and disable, change, or delete that block or node.
