default teaser display doesn't work, needs to enable at user level and re-specify everytime an ablum is created [#425696]

I get this error when I edit the album.

where to hard code if I want to have teaser set to have 20 thumbs at 100x 100 and page to have 20 as well?
currently i have set it to default at admin, but it won't work. It works only if I "enable" the page and teaser settings.

I think the "slide" option is also broken when you enable the "page and teaser" settings at user level.
